Founder, Methodology Architect & IPR Owner

Four decades as a water management practitioner — working directly with pumps, pipelines, wells, and irrigation systems across multiple countries. Developer of 6 registered framework documents spanning groundwater, river basin, wastewater, and cross-border water governance.

40+Years Field Practice

6Framework Modules
SCI-MIP 2025x is not an academic exercise. It is the distillation of 40 years of practical field knowledge into a unified verification framework — built not in a laboratory, but at the wellhead, along the canal, and inside the pump station.

Section 2 — The Origin

A framework built from field reality

SCI-MIP did not emerge from theory. It emerged from the observation that existing frameworks could not answer the question every financier, operator, and regulator actually needs answered: what is this system really doing?

1980s — 2000s
Four Decades in the Field
Direct operational experience with water and energy infrastructure across multiple geographies. Pumps, wells, irrigation networks, river basin systems — measurement always at the centre.
2010s
The Gap Identified
Existing frameworks — IPMVP, ISO standards, FAO protocols — were each useful but none addressed the integrated problem: how to produce defensible, sovereign-grade evidence of system performance that no party involved could manipulate.
2020 — 2024
Framework Development
Systematic formalisation of field knowledge into 6 registered framework documents. The SCI-MIP 2025x Core Methodology, Baseline Definition Rules, MRV Compliance Guidelines, and domain-specific modules developed and registered.
2024 — Present
First Field Deployment
GW-AZ-2024-001 — 1,069 wells, 34.2 MW, 138M kWh verified. Phase I Baseline = 1.00 confirmed. Phase II active. The first fully SCI-MIP compliant verification case in operation.
Core Philosophy
“A system either performs or it does not. The question is whether anyone can prove it.”
No estimation without disclosure. Every uncertainty must be named, quantified, and carried through the evidence chain — not absorbed into averages.
Independence is structural, not declared. An organisation that sells solutions cannot verify those solutions. The separation is architectural, not just policy.
The baseline is the answer. Without a confirmed, defensible Baseline = 1.00, every savings claim is structurally meaningless — regardless of how precisely it is calculated.
Data sovereignty by design. Field data belongs to the jurisdiction in which it is collected. Verification must operate on-premise, under institutional custody protocols.

Section 3 — The Governance Ecosystem

A three-tier governance structure

SCI-MIP separates intellectual ownership, administration, and implementation into structurally independent tiers. This separation is not administrative preference — it is a methodological requirement.

TIER 01
Intellectual Authority
Ali İhsan Olgun
IPR Owner & Core Architect

Sole owner of all SCI-MIP intellectual property, methodology architecture, and registered copyrights. The methodology cannot be amended without the architect's authority.

TIER 02
Administrative Authority
AISE-TECH
Protocol Administrator

Manages the SCI-Engine, access control, blockchain MRV anchoring, and partner certification under state-level data sovereignty protocols. Military-grade data security infrastructure.

TIER 03

Certified Partners
Field Implementation

Independent organisations certified by AISE-TECH to deploy SCI-MIP in the field. Partners operate within strictly defined authority boundaries — they apply the methodology, they do not modify it.

Field DeploymentAuthority BoundariesIndependent
Structural separation is mandatory. No tier may assume the functions of another. A certified partner cannot modify the methodology. AISE-TECH cannot override the IPR owner's architecture decisions. This is not a policy choice — it is a verification requirement. Any breach of tier boundaries constitutes a structural failure under SCI-MIP governance rules.
