The Standard — SCI-MIP Sovereign Verification Standard
Sovereign Verification Standard

A Constitution for
Water Management

SCI-MIP 2025x is a technology-agnostic decision support framework aligned with the Paris Agreement (Article 6 & 13) and ISO standards — establishing binding measurement, decision, and verification protocols without dependency on any product, platform, or vendor.

Section 1 — The Nature of the Protocol

What SCI-MIP is — and what it is not

Precision requires clarity. Understand exactly what kind of instrument SCI-MIP is — and what it was never designed to be.

✓
SCI-MIP Is…
✓
A Measurement & Verification ProtocolMulti-point, multi-parameter physical measurement. Every claim anchored to raw, timestamped sensor data.
✓
Technology-AgnosticCompatible with any hardware vendor, SCADA system, or sensor brand. The methodology validates the data — not the device.
✓
Behaviour-BasedMeasures how systems actually perform under real operating conditions — not what specifications claim.
✓
Lifecycle-OrientedVerification continues across the full operational lifecycle — commissioning through decommissioning.
✓
MRV-CompliantAligned with Measurement, Reporting & Verification standards required by climate finance and the Paris Agreement.
✓
An Integrated Multi-Criteria FrameworkSimultaneously addresses water security, energy efficiency, data integrity, and environmental compliance.
✕
SCI-MIP Is Not…
✕
Not a ProductCannot be purchased, downloaded, or licensed. It is an intellectual methodology protected under registered copyright.
✕
Not SoftwareComputational tools are provided by AISE-TECH as a separate professional service. The software is not the standard.
✕
Not a Sensor or MeterSCI-MIP defines how devices must be deployed, calibrated, and validated — it neither manufactures nor endorses hardware.
✕
Not a Savings GuaranteeSCI-MIP verifies performance — it does not promise outcomes. Verified data may confirm poor performance as rigorously as improvement.
✕
Not a Compliance AuditProvides the verified data necessary for compliance decisions — it does not replace sovereign regulatory authority.
✕
Not Tied to Any Single TechnologyNo commercial relationship influences methodology or verification outcomes. Structurally independent.

We don't estimate results. We prove energy and water savings with blockchain-based MRV protocols — eliminating greenwashing risks for global funds and sovereign institutions.

Section 2 — The Brain of the Framework

The governing architecture

At the core of SCI-MIP lies a governing principle of institutional separation — and two analytical engines that make verification mathematically defensible.

Hardware executes, software analyzes, and methodology verifies.

SCI-MIP Governing Principle · Article 2.1 · 2025x Edition

Analytical Engine I

Multi-Criteria Decision Matrix

Optimizing energy and water simultaneously — without allowing improvement in one domain to mask degradation in another. Every decision is evaluated across all criteria in parallel, with a full audit trail for every decision vector applied.

Analytical Engine II

EVI — Ethical Value Index

Algorithmic protection against data manipulation, selective reporting, and metric cherry-picking. A built-in governance mechanism that flags anomalous patterns and maintains integrity of verification outputs across the full dataset.

Section 3 — The Reference Rule

Baseline = 1.00

Reality before targets. Measurement before claims.

1.00
Verified Baseline Reference

Starts with reality, not targets

SCI-MIP does not start with targets. It starts with reality. Every system is measured as-is and anchored at 1.00. All subsequent performance is expressed as a ratio against this verified reference point. A result of 0.72 means 72% of baseline. A result of 1.35 means a verified 35% improvement. No assumptions. No estimates. No vendor-supplied benchmarks.

"This eliminates the most common source of greenwashing: unverifiable percentage claims against undefined baselines."
Section 4 — Framework Alignment

Compliance & Accreditations

SCI-MIP operates within the international standards landscape for water, environment, and climate accountability.
